Best way to sort it out if you are using Word, turn on the Pilcrow (the backwards P thingy) and that will show all the punctuation, including double spaces and hard returns where they should or shouldnt be.

Different countires, different ways. Here in the land of the original, it's 3 dots only, never more, never less. Then you just treat it like a long full stop (period). No space before. One space after. How easy is that? I love 'em by the way. Nothing else conveys a pause the way an ellipsis does. But that's my theatre background coming through...

Whether it's done right or wrong, it they aren't consistent with all others in the book (all closed) I'm afraid the reader will think it's a typo then be distracted by expecting to run across more of them.
