I think you can, but that only helps if the book you are interested in is available to buy. That kinda implies that it is further down its path, as it were, and so perhaps doesn't want reading for comment. I

You can read pdfs on the Kindle ap. I've beta read some full MS's from here this way and it worked pretty great. The catch is you will have to find someone that will give you a pdf. Not everyone is up for doing that.

If you asked me I'd say no. Someone can steal the book once they have it on their hard drive.
